Resumen : It is a document of strategic planning of the priority actions to reduce the impact of HIV AIDS in Asturias for the period 2003-2007, which pivots on a multisectoral, integral and multidisciplinary planning framework for the different activities that are already being developed and To serve as a propitious setting for initiating new strategies and initiatives. The definition of this planning framework in the historical context for Asturias of the health transfers presupposes the need to integrate aspects that until now have been institutionally dissociated as were the preventive actions and the assistance actions.
